NHS Rushcliffe CCG Governing Body has responsibility for ensuring that the organisation has appropriate arrangements in place to exercise their functions effectively, efficiently and economically in accordance with accepted principles of good governance and the Constitution of the CCG.

The meetings are held in public with a commitment to ensuring that decision making is transparent and open. This means members of the public are welcome to attend and observe the meetings. There may however be occasions when due to the nature of the issue to be discussed, the Governing Body is required to meet in confidential session. Confidential items could include matters that are commercial in-confidence, of a disciplinary nature or where public discussion would not be in the overall public interest.

The Governing Body welcome questions from the public in respect of agenda items. Such questions will be verbally responded to at the meeting. Questions must be submitted to the Corporate Governance Team (details below) either in writing or by e-mail two days prior to the meeting. Questions that do not relate to an agenda item may be submitted to the CCG at any time and will be responded to outside of the CCG Governing Body meeting.

Meetings in Common

The six statutory CCG Governing Bodies of Nottingham and Nottinghamshire (NHS Mansfield and Asfield, NHS Newark and Sherwood, NHS Nottingham City, NHS Nottingham North and East, NHS Nottingham West and NHS Rushcliffe) have agreed to hold future meetings as ‘meetings in common’ on a monthly basis. The first Governing Bodies meeting in common was held on 4 July 2019

Amanda Sullivan

Amanda Sullivan

Accountable Officer - Nottingham and Nottinghamshire

Amanda has a clinical background, working as a nurse and a midwife before moving into senior management. In 2001 Amanda was awarded PhD for research investigating decision-making during pregnancy. In her capacity as a consultant midwife, Amanda worked at regional and national levels. She chaired a working group on behalf of the National Screening Committee, which developed national standards for ultrasound consent in pregnancy. She has also edited midwifery text books.

Lay Chair

Jon Towler is an experienced Chairman and Non Executive Director in both the private and public sectors. Jon graduated in 1991 from Reims Business School with a double degree in International Business Administration and then spent the early part of his career in international sales management. He moved into general management roles in the late 1990s, spending 8 years as a Director of the UK’s leading wholesaler of office products. Jon has been involved with the NHS for more than ten years, chairing both NHS Nottinghamshire County and the East Midlands Ambulance Service. Since 2015, Jon has been a lay member for both Mansfield & Ashfield CCG and Newark & Sherwood CCG and he chairs the Joint Primary Care Commissioning Committee. Jon represents all of the six CCGs in Nottingham and Nottinghamshire on the ICS Board and serves as its Vice Chair. Outside of work, Jon is married with two sons and lives in north Nottinghamshire.

Clinical Lead and Chair of Governing Body

Stephen has been a GP principal at East Leake Medical Group since 1992. He graduated at Nottingham University Medical School in 1986 and then gained experience in a number of hospital specialities at Nottingham University and City hospitals and in a local general practices. He established NEMS in 1998 and NHS Direct in 1999, becoming its medical director. He established the Nottingham Walk-in Centre in 2000. He became a GP Advisor to the Department of Health in 2000 and undertook a two year secondment as a senior policy advisor in the Department of Health Strategy Unit. He was a board member of Rushcliffe PCG and PCT (2001) before becoming Chair of first Rushcliffe PCT (2004) and then Nottinghamshire County PCT (2006). He founded Principia in 2006. He has been chair of Rushcliffe CCG since 2013. He is married to a local GP and has two teenage children.

Chief Nurse/ Director of Quality and Governance/ICS Nurse

Elaine previously worked as Deputy Director of Quality and Governance for NHS Nottinghamshire County Primary Care Trust with responsibility for gaining assurance on and improving the quality of services through commissioning. Elaine is a registered nurse and held various clinically based nursing roles before moving into a lead role for improving nursing quality. In 1995 Elaine gained a Master degree in Quality in Healthcare and has held a Visiting Fellowship at Nottingham Trent University, working with partners in Denmark and Finland to develop a strategy for implementation of clinical governance in the two countries.

Stuart Poynor

Chief Finance Officer

Stuart Poynor has worked in the NHS for 37 years in a wide range of leadership roles. Originally working as an accountant in Leicestershire Stuart moved to the Role of Finance Director of a PCT in Staffordshire in 2002. In 2004 Stuart became CEO of the PCT and in 2006 he became CEO of the newly formed South Staffordshire PCT. In 2011 Stuart was appointed as CEO of the newly formed Staffordshire and Stoke on Trent Partnership Trust where he negotiated the signing of a contract with the County Council that led to a transfer of 1,100 social Care Staff into the NHS. The Trust was the largest provider of integrated Health and Social care in the UK

Lucy Dadge

Chief Commissioning Officer

Lucy has previously worked as a Director in acute and mental health trusts, as well at the Strategic Health Authority and in the Civil Service. Lucy has undergraduate and postgraduate degrees, including an MBA in health services management. Lucy has non-executive experience in the education and housing sectors and is very keen to work in partnership to ensure health commissioning is aligned to wider public services, in the best interest of citizens. Lucy has broad experience of transforming health and care services, including being involved in the establishment of the very successful Mid Nottinghamshire Better Together programme. Lucy’s commercial experience means that she is able to work with all local provider partners to ensure that the NHS provides the most innovative services to its population, ensuring best value.

Sue has over 30 years experience of all aspects of audit, governance, financial and risk management across the public sector. Getting the best from public services has always been important to Sue. Building on her previous career with the Audit Commission and KPMG she is now focused on helping the CCG deliver the best for the people of Nottingham and Nottinghamshire

Sue Clague

Lay Member, Patient and Public Involvement

Sue Clague is an experienced director with a background which includes senior roles in the UK, the US and Continental Europe and managing director posts at Courtaulds and Pretty Polly. Highly motivated and commercially focused, Sue has a proven track record of successfully driving organisational change and of creating and delivering business strategies which resulted in sustained improvements. She continues to work in the textile sector as a Commercial Business Advisor at a strategic and implementation level, is a Governor on the board of New College Nottingham and has continued involvement with a number of other public and voluntary sector roles. Sue is a member of the Greater Nottingham Joint Commissioning Committee (GNJCC) and chairs one of its sub committees - the Greater Nottingham Quality and Performance Committee. Sue is a member of the Audit and Remuneration committee on behalf of both CCGs. Sue also chairs the Greater Nottingham Financial Recovery Delivery Board which supports the Finance Committee, a sub - committee of the GNJCC in its scrutiny assurance role.

Shaun Beebe

Shaun Beebe

Lay Member, Financial Management (attendee)

Shaun is the Head of Operations within the Faculty of Science at the University of Nottingham with responsibility for the School of Physics and Astronomy and the Sir Peter Mansfield Imaging Centre. He is also a retired Chief Superintendent with Nottinghamshire Police having served as the Divisional Commander for the City of Nottingham. Shaun has extensive experience of strategic partnerships, performance improvement and operations management, with a special interest in partnership interventions to tackle public health issues such as drug and alcohol-related harm. Shaun is also a member of the Royal College of Defence Studies

Greater Nottingham Joint Commissioning Committee

The Greater Nottingham Joint Commissioning Committee was a joint committee of NHS Nottingham City CCG, NHS Nottingham North and East CCG, NHS Nottingham West CCG and NHS Rushcliffe CCGs. 

The Greater Nottingham CCGs delegated certain functions to the Committee however, the individual CCGs remained accountable for meeting their statutory duties and each CCG retained liability in relation to the exercise of the delegated functions.

The Committee presented quarterly written reports to the Governing Bodies of the Greater Nottingham CCGs to provide assurance that it was effectively discharging its delegated responsibilities.

The last meeting of the Greater Nottingham Joint Commissioning Committee took place on 29 May 2019.
